Mozilla Firefox is the best for SEO since it has many add-on's such as SEOQuake that help you evaluate your SEO efforts and track your site/blog’s progress in the major search engines.

I use both Chrome as my main browser with Firefox running on my other monitor. Both are good for SEO in my opinion.

As far as submitting your site and pages are concerned, it doesn't really matter which is the best search engines. You should aim at submitting to all of them.
